What Law 25 provides

Here is what official and recognized sources say. These amounts are maximums, not what a small business typically pays.

Up to $10M or 2%

Maximum administrative penalty the CAI can impose, whichever is greater, of worldwide turnover (CAI).

Up to $25M or 4%

Maximum penal fines, whichever is greater; minimum $15,000 for a corporation, doubled on repeat offence (Osler).

Private action: $1,000 minimum

Punitive damages of at least $1,000 when the infringement is intentional or results from gross fault and causes harm (Osler).

CA$7.11M

Average cost of a data breach in Canada, a record, per the IBM Cost of a Data Breach 2026 report (an average across the organizations studied, not a typical cost for a small business).

11,334

New WordPress vulnerabilities in 2025, up 42%, about 91% of them in plugins (Patchstack 2026).

About 22%

Of Canadian SMEs reportedly hold cyber insurance (IBC, via Insurance Business, October 2026).

About 5%

2023 preliminary study (GRIC, Sherbrooke): about 5% of SMEs had published the required information on their site. Older data.

Sources: Commission d'accès à l'information (CAI), Osler, IBM, Patchstack, Québec.ca (dates: in force from September 22, 2022, most provisions September 22, 2023, phased through 2024). In the Desjardins case (2019), 9.7 million people were affected and a class action settlement of up to nearly $201M was announced.

Who is concerned?

Law 25 applies to all private businesses that collect personal information, with no SME exemption. You are probably concerned if:

What is included

A one-hour consultation (secured access and complete audit), the Law 25 layer put in place in the following days, then a complete written report within 7 business days after the consultation. Everything is done under a signed mandate.

Security audit report with a checklist and items flagged in red

A complete audit, a clear report

During the consultation we review your whole site. You then receive a written report: what is vulnerable, what is missing on indexing and privacy, and in what order to fix it.

  • CMS, plugin and PHP versions, SSL, headers, backups
  • Indexing: Search Console, sitemap, robots, noindex, crawl errors
Browser window with cookie consent toggles

Cookie consent

Identification, location or profiling technologies must be off by default, with opt-in (CAI). We set up the banner and the site behavior.

  • Consent banner configured
  • Tracking scripts blocked before consent
Shield with key and checklist representing the privacy officer

Officer and policy

The officer's title and contact details must be published on the site (CAI). We prepare the page and a privacy policy draft for your legal advisor to validate.

  • Privacy officer page ready to publish
  • Privacy policy draft
Server with a broken padlock leaking data under a red alarm

Incident register

When there is a risk of serious harm, the CAI and affected people must be notified, and a register kept for the CAI on request (CAI). You get a ready-to-use register template.

  • Incident register template
  • Prompts to document each incident
Gears, update arrows and a shield above a website

Updates and hardening

An outdated site is a frequent target (Patchstack 2026: 11,334 new WordPress vulnerabilities in 2025). The report prioritizes updates and hardening; we discuss them openly at the free second meeting. A rebuild or redesign is a separate quote.

  • CMS, plugin and PHP fix plan
  • Hardening, backup and security headers

How it works

You pay, then you book

Secure payment of CA$1,499, then you book your one-hour Google Meet consultation.

The consultation: who attends

The company representative (or HR) and the person who manages the website.

We secure access first

Temporary admin accounts, least privilege, multi-factor authentication, sharing through a password manager, no passwords by email or chat. Access revoked at the end of the mandate. Signed mandate and NDA.

Complete audit, then the Law 25 layer

During the hour: secured access and complete audit (security, indexing, CMS/plugins/PHP, SSL and headers, backups). In the following days, under the signed mandate: privacy policy draft, cookie banner and consent configured, privacy officer page, incident register template.

Complete written report

Delivered within 7 business days after the consultation: security, indexing and compliance, prioritized.

If problems are found

A second meeting, free of charge, to discuss the improvements openly. Rebuild or redesign: separate quote.

Annual maintenance plan: on quote.
After your payment: you are redirected automatically to the page where you pick your one-hour meeting. Any problem? Write to info@itcares.ca.

Before the meeting: get your access ready

To make the hour count, have these items ready. You grant every access yourself, live, during the meeting.

No software to install, everything happens on Google Meet. Full preparation checklist (in French).

Our guarantee

If the complete report is not delivered within 7 business days after the consultation, we refund the $1,499 by the same payment method, within 10 business days.

Annual maintenance plan: request a quote

After your report, you can keep your site updated and secure all year. Pricing depends on your site: tell us what you have and we will reply quickly.

Frequently asked questions

Does this package make me compliant with Law 25?

No, not on its own, and nobody can honestly promise that. The obligations remain the business's. We audit, document and prepare the technical items of the signed scope, and you keep a clear file to show.

Does Law 25 apply to a small business?

Yes. It covers private businesses that collect personal information, with no SME exemption (secondary sources: RCGT, SiLaw). A simple contact form or an analytics tool is enough to make you concerned.

How does the one-hour consultation work?

After payment you book a one-hour Google Meet: we secure access first, then run the complete audit. In the following days, under a signed mandate, we put in place the Law 25 layer (privacy policy draft, cookie banner and consent configured, privacy officer page, incident register template). The complete written report is delivered within 7 business days after the consultation.

Who must attend the consultation?

The company representative (or HR) and the person who manages the website, whether an employee or a contractor. Both are needed: one decides, the other provides access to the site.

What access do you need and how is it protected?

Temporary admin access to your site and, if possible, Google Search Console. We apply least privilege, multi-factor authentication and sharing through a password manager; no password travels by email or chat. Access is revoked at the end of the mandate, under a signed mandate and NDA.

What exactly is in the complete report?

A written, prioritized report: security, indexing (Google Search Console, sitemap, robots, noindex, crawl errors), CMS, plugin and PHP versions, SSL and headers, backups, and the Law 25 layer (cookies, policy, officer, incident register).

What if my site has problems?

We list them in the report, by priority. A second meeting, free of charge, lets us discuss the improvements openly. A rebuild or redesign is a separate written quote before any work.

When will I get the report, and what do you guarantee?

If the complete report is not delivered within 7 business days after the consultation, we refund the $1,499 by the same payment method, within 10 business days.

Is the $1,499 price final?

Yes, a fixed CA$1,499 for the one-hour consultation, the complete audit, the Law 25 layer put in place under a signed mandate, and the complete written report. Rebuilds, redesigns or the annual maintenance plan are quoted separately.

Who is the person in charge of protecting personal information?

A person designated inside your business. Their title and contact details must be published on the business website (source: CAI). We prepare the page that displays it; choosing the person is up to you.

What do you do about cookies and consent?

We set up a consent banner under a signed mandate. Identification, location or profiling technologies must be off by default, with opt-in (source: CAI). We configure the site accordingly under your scope.

Can you help if I already had a security incident?

The package includes a confidentiality incident register template. When there is a risk of serious harm, the business must notify the CAI and the affected people (source: CAI). For an ongoing incident, call 1 (888) 711-9428; incident analysis is by quote.
